The challenge
Link Group is one of Scotland's largest affordable housing providers. Through C~urb, part of the group, it set out to appoint three contractors to a four-year framework covering pest control and environmental services, from clearances and graffiti removal to mould treatment and sharps sweeps. It was a single lot, so every firm had to cover all of it.
Mitar Enviro is a family-run business based in Broxburn, providing pest control and environmental services to housing associations in central Scotland.
Objectives
- Show one firm could cover the whole lot with its own people.
- Hold response times across east, west and southern Scotland.
- Work safely in occupied homes, with vetted staff.
- Settle problems before they became complaints for Link.
- Give every load of waste a licensed destination and a record.
Our approach
Five weeks from our first questions to submission, managed end to end.
Plan
We started with the submission checklist, going through the full tender pack and every clarification. It covered the supporting documents, any questionnaires to complete, the declarations for Mitar to sign and the quality questions we would be writing.
Storyboard
The storyboard broke every scored question down into its sub-criteria, the evidence needed for top marks and the win themes, matched against what Mitar already had on file. It was the first thing we worked through with Mitar, and they agreed the direction before drafting began.
Evidence
We built Mitar's bid evidence library from its previous submissions, carrying across its own voice. Tristan worked closely with the team throughout, gathering the rest of the information through targeted requests and calls.
Write and collate
From there, we wrote up all five quality answers, along with a community benefits plan built around targets Mitar chose.
We then gathered every supporting document, sent the declarations off to be signed and submitted it all through the Public Contracts Scotland portal.
